Requires the department of public safety to establish performance indicators for inmate reentry system.  Requires reports, using key performance indicators, to be provided to the legislature.

Requires the use of native Hawaiian plants in place of indigenous land plants for certain landscaping projects under the Hawaii public procurement code.

Segregates teachers from all other employees for determination of employer normal cost, accrued liability contributions, and annual contributions by the State and counties to the employees' retirement system.
