RELATING TO PUBLIC FUNDS.
Returns $200,000,000 from the funds generated by surcharge on state general excise tax revenues transferred to the city and county of Honolulu to the State general fund.  Authorizes issuance of $300,000,000 GO bonds to offset loss of tax revenues to the city and county of Honolulu in fiscal year 2010-2011.  Extends surcharge for two years.  Requires a memorandum of understanding between the State and city and county of Honolulu to return the $200,000,000.

RELATING TO COUNTIES.
Restricts the eminent domain powers of the counties to ensure that private property, if acquired by a county through its eminent domain powers, is acquired only for public uses and not for private use.

RELATING TO PROCUREMENT.
Establishes discretionary request for competitive sealed proposal procedures using the design-build process where not more than five offerors selected on their qualifications submit proposals.  Authorizes the chief procurement officer to pay a conceptual design fee to technically-responsive unsuccessful offerors or to technically-responsive offerors if the procurement is cancelled.

RELATING TO PROCUREMENT.
Requires the general and subcontractor for construction procurement under the Hawaii public procurement code to file certification of compliance with the notice of final completion of the contract.  Provides that the general contractor shall not be sanctioned for noncompliance by a subcontractor.

RELATING TO THE HAWAII PENAL CODE.
Beginning 01/01/2012, retroactively requires that multiple terms of imprisonment run concurrently unless the court orders or the law mandates that the terms run consecutively.  Effective immediately, directs department of public safety to recalculate the sentences of inmates who submit written requests and, if warranted by the recalculation, release the inmates.

RELATING TO CORRECTIONS.
Specifies criteria that must be considered in deciding whether to transfer inmates between correctional facilities located in Hawaii and correctional facilities located outside of Hawaii.
