RELATING TO PUBLIC FUNDS. Returns $200,000,000 from the funds generated by surcharge on state general excise tax revenues transferred to the city and county of Honolulu to the State general fund. Authorizes issuance of $300,000,000 GO bonds to offset loss of tax revenues to the city and county of Honolulu in fiscal year 2010-2011. Extends surcharge for two years. Requires a memorandum of understanding between the State and city and county of Honolulu to return the $200,000,000.

RELATING TO COMMUNITY REINTEGRATION. Requires the Department of Public Safety to determine the number of women who are eligible for reintegration into the community and contract with providers of gender-responsive community services to assist women in successfully transitioning back into the community.

RELATING TO COUNTY ETHICS COMMISSIONS. Provides standards for the selection of county ethics commission members to ensure their impartiality and independence.

RELATING TO THE LEGISLATIVE FEDERAL ECONOMIC STIMULUS PROGRAM OVERSIGHT COMMISSION. Extends the date on which the legislative federal economic stimulus program oversight commission is terminated from 06/30/11 to 12/31/11.

RELATING TO PROCUREMENT. Requires the state procurement office to conduct random and compliance audits, including follow-up audits, to ensure compliance with the procurement code and report results to the legislature; makes comptroller ex officio nonvoting member of procurement policy board.

RELATING TO CONVEYANCE TAX. Requires the director of taxation to provide the administrator of each county's real property assessment division with an image of all certificates of conveyances filed with the bureau of conveyances within ten days after the end of each week.

RELATING TO REAL PROPERTY TAX APPEALS. Requires persons appealing real property tax assessments to first appeal to the applicable county real property tax review board prior to appealing to the state tax court.

RELATING TO PUBLIC BUILDINGS. Authorizes the comptroller to sell, to the public, and lease back public buildings.

RELATING TO COUNTIES. Restricts the eminent domain powers of the counties to ensure that private property, if acquired by a county through its eminent domain powers, is acquired only for public uses and not for private use.

RELATING TO LAND-SECURED FINANCING. Expands the authority of counties to use land-based financing to support operating costs for certain county services provided within improvement districts and community facilities districts.

RELATING TO PROCUREMENT. Establishes discretionary request for competitive sealed proposal procedures using the design-build process where not more than five offerors selected on their qualifications submit proposals. Authorizes the chief procurement officer to pay a conceptual design fee to technically-responsive unsuccessful offerors or to technically-responsive offerors if the procurement is cancelled.

RELATING TO PROCUREMENT. Requires the general and subcontractor for construction procurement under the Hawaii public procurement code to file certification of compliance with the notice of final completion of the contract. Provides that the general contractor shall not be sanctioned for noncompliance by a subcontractor.

RELATING TO PUBLIC CONTRACTS. Requires certain low bidders on public works construction contracts to provide the governmental contracting agencies with a projected breakdown of the hours of employees on the contract.

RELATING TO THE HAWAII PUBLIC PROCUREMENT CODE. Requires competitive bidding on small purchases of construction contracts for drilling and soil testing.

RELATING TO GOVERNMENT. Establishes the Hawaii Sunset Advisory Commission, comprised of members of the legislature and general public, tasked with regularly assessing governmental agency structures, functions, performance, and making recommendations and analyses on potential alterations for possible legislative action. Operates in conjunction with the legislature and auditor to perform assessment of governmental agencies according to a prescribed schedule to ensure regularity and consistency. Sets forth duties and responsibilities. Exempts certain agencies from scope of commission.
