RELATING TO ANIMALS.

Requires zoos in the State to house elephants in an area that is sufficient to live and roam.  Takes effect 1/1/2014.

RELATING TO PUBLIC HEALTH AND SAFETY.

Makes unlawful the use, setting, maintenance, or tending of any body-gripping trap.

RELATING TO MEDICAL CANNABIS.

Increases the amount of cannabis that constitutes an adequate supply by allowing a qualifying patient to possess 10 cannabis plants and 5 ounces of cannabis at any given time.  Makes identification of the site where cannabis is grown confidential.  Prohibits the department of public safety from requiring that a certifying physician be the patient's primary care physician.  Prohibits certifying physicians from naming or describing a patient's particular debilitating condition.  Increases the permissible ratio of patients to caregivers by allowing a caregiver to grow cannabis for no more than 4 patients.

RELATING TO MEDICAL CANNABIS RESEARCH.

Establishes a 3-year pilot medical cannabis research program in the State to provide a means by which a team of qualified researchers could undertake medical cannabis research involving local qualifying medical cannabis patients.  Sunset 12/31/14.

RELATING TO CONTROLLED SUBSTANCES.

Directs the attorney general to coordinate a review of the impact of diverting marijuana and certain felony drug offenders out of the criminal justice system into treatment.

RELATING TO INTOXICATING LIQUOR VIOLATIONS INVOLVING MINORS.

Establishes an immunity from prosecution for consumption of intoxicating liquor by a minor if the minor summons medical treatment for another minor who requires such treatment as a result of consuming liquor.  Also provides that immunity may be provided to the intoxicated minor and one or two other minors assisting the summoning minor.

Requires a minimum distance between class 11 cabaret license premises in Waikiki.

RELATING TO LIQUOR LIABILITY INSURANCE.

Removes requirement that a retail dealer shall carry liquor liability insurance in order to obtain or maintain a class 4 liquor license.  Repeals insurance coverage exemption for convenience minimarts.

RELATING TO LIQUOR.

Makes it lawful to provide a discount for liquor purchases through coupons or mail-in rebates when made in combination with other merchandise.

RELATING TO PROCUREMENT.

Requires the use of native Hawaiian plants in place of indigenous land plants for certain landscaping projects under the Hawaii public procurement code.

·         In person:  1 copy of their testimony to the committee clerk, Room 231, State Capitol.

 

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

Please note:  If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing. 

 

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
