RELATING TO FIREWORKS. Requires labeling of display fireworks; requires notification to the county by shipping companies and freight forwarders of incoming fireworks or articles pyrotechnic; allows inspection of display setups; imposes fee for inspection of display setups; requires presentation of identification and proof of current license to the retailer by the wholesaler or distributor; requires licenses to import to contain certain information on the display; requires licensee to provide certain information to the county fire department on any shipment into the county of aerial devices, display fireworks, and articles pyrotechnic.

RELATING TO FIREWORKS. Amends provisions of the fireworks code, imposing new definitions and permitting, importation, labeling, and inspection requirements. Authorizes the fire chief to revoke or suspend permits for enumerated reasons.

RELATING TO PUBLIC SAFETY. Establishes a reduced ignition propensity cigarette program special fund for the state fire council to administer and provide staff for the reduced ignition propensity cigarette program.

RELATING TO BUILDING APPROVALS. Requires new building plans to be submitted to the proper jurisdictional authority for approval prior to the commencement of work.

RELATING TO THE STATE FIRE COUNCIL. Allows state fire council to hire a full-time administrator and administrative assistant.

RELATING TO DANGEROUS WEAPONS. Prohibits any person from setting off, igniting, discharging, or otherwise causing to explode any homemade explosive device. Establishes a violation as a Class C felony.

· By Web: Testimony may be submitted online if less than 4MB in size, at http://www.capitol.hawaii.gov/emailtestimony.
· In person: 1 copy of their testimony to the committee clerk, Room 231, State Capitol.
· By fax: Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
Please note: If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
