MAKING A GRANT-IN-AID APPROPRIATION TO THE COUNTIES TO FINANCE DROUGHT MITIGATION PROJECTS AND MEASURES. Makes a grant-in aid to the counties for drought mitigation purposes.

RELATING TO COUNTY MUTUAL AID. Establishes a mutual aid agreement of assistance among the counties to provide potable water and non-potable water to another county during times of emergency. Establishes the Hawaii statewide mutual aid system to provide integrated statewide mutual aid response capability between counties in times of disaster.

RELATING TO HOUSING. Establishes the county infrastructure development revolving loan fund within the department of budget and finance to provide no‑interest loans to the counties for the development, pre‑development, or construction of projects to expedite the building of transit-oriented affordable housing infrastructure development.

RELATING TO ECONOMIC RECOVERY. Granting temporary relief from county housing requirements as recommended by the construction industry task force to stimulate housing construction statewide.

RELATING TO PERMITTING. Requires applicants for county building permits to attend an informational meeting with representatives of state and county agencies that will review an application related to the project.

RELATING TO FEES. Prohibits the imposition of impact fees in urban land use districts. Requires the department of transportation to charge nominal fees, based on appraised values, for the disposal of easements within and access rights along the state highway rights-of-way to be used for the installation of infrastructure in roadways.

RELATING TO ZONING. Authorizes an exemption from county zoning-related building restrictions for an increase in floor area of the principal office of a planned community association, subject to conditions.

RELATING TO COUNTY ZONING. Creates a temporary working group to study whether form-based code zoning should be implemented by the counties in place of or as an alternative to zoning practices. Report to legislature, county mayors, and chairs of county councils.

RELATING TO URBAN RENEWAL. Authorizes the counties to enact ordinances to establish special purpose overlay districts for the purpose of urban renewal; Establishes an urban renewal task force to investigate urban renewal needs and to propose solutions on the state and county levels; makes appropriation.

RELATING TO COSTS OF RELOCATION AND UNDERGROUNDING OF UTILITY FACILITIES. Allow any utility owners whose facility occupies State Highway right-of-way to provide their share of costs up front to the affected state agency for encumbrance of funds in related contracts by way of an agreement to pay.

RELATING TO RAIL TRANSIT STATION DEVELOPMENT. Exempts developments within a half-mile radius of rail transit stations undertaken by qualified developers from generally applicable requirements.

RELATING TO IOLANI PALACE. Transfers law enforcement jurisdiction over Iolani Palace from the department of land and natural resources to the department of public safety.

· By fax: Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
Please note: If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
