RELATING TO COUNTY ADMINISTRATION. Grants rule-making authorities under chapter 91, Hawaii Revised Statutes, to any county semi-autonomous public transit entity having a governing board; provided that the adoption, amendment, or repeal of any rule by such entities shall not be subject to the approval of the mayor of the county.

RELATING TO PROCUREMENT. Provides procurement authority to semi-autonomous county public transit agencies, thus allowing them to function as semi-autonomous agencies in their respective counties.

RELATING TO CARGO INSPECTIONS. Establishes a pilot program to use dogs to inspect incoming cargo for illegal fireworks and explosives, after the cargo has been transported from the harbors.

RELATING TO SHIPPING CONTAINER INSPECTIONS. Authorizes the department of transportation and department of defense to inspect shipping containers for dangerous materials, including explosives.

RELATING TO HIGHWAY SAFETY. Clarifies recommendations of the ignition interlock implementation task force. Allows repeat intoxicated drivers to install ignition interlock devices in any vehicle they operate by eliminating the requirement to surrender motor vehicle registrations and license plates. Makes housekeeping amendments to chapter 291E. Extends the expiration date of the ignition interlock implementation task force to 6/30/12.

RELATING TO TRANSFER OF STATE HIGHWAYS. Creates a pilot project to transfer maintenance functions of state highways in the county of _________ from the state department of transportation to that county.

When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
Please note: If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
