RELATING TO TELECOMMUNICATIONS.

Exempts broadband infrastructure improvements from state or county permitting requirements for five years.  Exempts telecommunications companies from replacing existing utility poles when installing new or improving existing telecommunications cables.  Effective July 1, 2112.  (HB1342 HD1)

RELATING TO ENHANCED 911 SERVICES.

Establishes a single entity to administer enhanced 911 services for the State and expands the membership and responsibilities of the Enhanced 911 Board.  Effective July 1, 2020.  (HD1000 HD2)

RELATING TO PORNOGRAPHY OFFENSES AGAINST CHILDREN.

Amends the offense of promoting pornography to minors to extend the prohibition against disseminating pornographic material to minors to include disseminating pornographic material to another person who represents that person to be a minor; and adds the offense of promoting child abuse in the third degree to the information charging law.  Effective January 7, 2059.  (HB1007 HD1)

RELATING TO STREAMLINING PERMIT, LICENSE, AND APPROVAL APPLICATION PROCESSING.

Authorizes counties to contract with a third-party reviewer to streamline construction permit, license, and other application processing; provides that applications will be deemed approved if historic preservation division fails to review and comment within sixty days, and after thirty days if agencies fail to establish maximum time periods for permit and other application processing.  Effective July 1, 3000.  (HB376 HD1)

·         By Web: Testimony may be submitted online if less than 4MB in size, at http://www.capitol.hawaii.gov/emailtestimony.

 

·         In person:  1 copy of their testimony to the committee clerk, Room 231, State Capitol.

 

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

Please note:  If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing. 

 

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
