RELATING TO AEROSPACE DEVELOPMENT.

Extends the sunset date of the starlight reserve advisory working committee by one year; makes appropriations to the department of business, economic development, and tourism.

Adds businesses engaged in the research or development of space exploration related activities to the definition of "eligible business activity" under the state enterprise zone law.

RELATING TO WIRELESS ENHANCED 911 SERVICE.

Eliminates the $0.66 monthly surcharge on wireless telephone accounts and terminates the wireless enhanced 911 fund once all moneys in the fund are expended.  Effective 7/1/2011.

RELATING TO ENHANCED 911 SERVICES.

Establishes a single entity to administer enhanced 911 services for the State and expands the membership and responsibilities of the Wireless Enhanced 911 Board.

RELATING TO THE WIRELESS ENHANCED 911 FUND.

Requires the independent audit of the wireless enhanced 911 fund to be conducted annually rather than biannually.  Requires that information on the status of projects undertaken or planned by public safety answering points, and the results of the annual audit, to be included in the wireless enhanced 911 board's annual report to the legislature.  Requires the initial annual audit to be conducted in 2011 and its results to be reported to the legislature in 2012.

RELATING TO TELECOMMUNICATIONS.

Exempts broadband infrastructure improvements from state or county permitting requirements for five years.  Exempts telecommunications companies from replacing existing utility poles when installing new or improving existing telecommunications cables.

        Status

RELATING TO PORNOGRAPHY OFFENSES AGAINST CHILDREN.

Amends the offense of promoting pornography to minors to extend the prohibition against disseminating pornographic material to minors to include disseminating pornographic material to another person who represents that person to be a minor; and adds the offense of promoting child abuse in the third degree to the information charging law.

·         In person:  1 copy of their testimony to the committee clerk, Room 231, State Capitol.

 

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

Please note:  If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing. 

 

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
