RELATING TO PUBLIC SAFETY. This measure amends section 353-61, Hawaii Revised Statutes, to delete the Hawaii Criminal Justice Association from the panel to nominate members of the paroling authority since the association no longer exists.

RELATING TO PUBLIC SAFETY. Directs the department of public safety and the department of accounting and general services to plan and design the construction and operation of a new minimum security facility at the site of the existing Oahu community correctional facility.

RELATING TO CORRECTIONAL FACILITIES. Directs DPS to prepare preliminary design and request for proposals for the design, development, and operation of a correctional treatment facility and to consider the undeveloped portion on the existing Halawa correctional facility as a possible site for the facility. Appropriates funds.

RELATING TO THE TRANSFER OF YOUTH TO AN ADULT CORRECTIONAL FACILITY. Repeal section 352-28, Hawaii Revised Statutes, which authorizes the executive director of the office of youth services, with the approval of the family court, to transfer a committed youth from the Hawaii Youth Correctional Facility to an adult correctional facility for disciplinary or other reasons.

RELATING TO OFFENSES AGAINST PUBLIC ADMINISTRATION. Expands the offense of escape in the second degree to include persons who fail to present themselves to a correctional facility or detention facility at the time and date ordered by the court.

RELATING TO CORRECTIONAL FACILITIES. Provides that any person who enters state correctional or detention facility grounds is deemed to have consented to a search for weapons or contraband. Requires signs describing the implied consent provision to be posted along the boundary of correctional facilities.

RELATING TO CORRECTIONS. Allows an inmate to receive "earned time" credit to reduce the length of a prison sentence.

RELATING TO COMMUNITY REINTEGRATION. Requires the Department of Public Safety to determine the number of women who are eligible for reintegration into the community and contract with providers of gender-responsive community services to assist women in successfully transitioning back into the community.

RELATING TO CORRECTIONS. Requires the department of public safety to make annual reports to the legislature regarding various pregnancy related data.

RELATING TO PUBLIC SAFETY. Requires and sets a deadline for the department of public safety to pursue and obtain accreditation for the sheriff division from the Commission on Accreditation for law Enforcement Agencies, Inc.

RELATING TO PUBLIC SAFETY. Addresses the operational deficiencies of the sheriff division of the department of public safety that were highlighted in the auditor's audit of the division. Makes appropriation.

RELATING TO THE POWER OF ARREST. Adds the federal bureau of investigation and the United States immigration and customs enforcement to the list of federal agencies whose officers may make arrests for certain offenses under state law. Removes the citizenship and immigration services from the list. Adds proper titles of the heads of the district offices for the listed federal agencies.

RELATING TO THE PENAL CODE. Expands the offenses of assault against a law enforcement officer in the first and second degree to include assaults against firefighters and water safety officers.

RELATING TO INSURANCE. Exempts from insurance code, associations (1) organized before 1880; (2) whose members are active, retired, or honorably discharged members of the U.S. armed forces or sea services; and (3) whose principal purpose is to provide insurance and other benefits to their members.

RELATING TO CONTROLLED SUBSTANCES. This measure amends chapter 329, Hawaii Revised Statutes, to bring the Hawaii statutes on controlled substances to be consistent with the federal laws on controlled substances, and increases the fee for the registration certificate for qualifying patients for medical marijuana.
