RELATING TO EMPLOYEES' RETIREMENT SYSTEM BENEFIT ENHANCEMENT MORATORIUM. Institutes a moratorium on the enhancement of Employees' Retirement System benefits until the system's funded ratio is at least eighty percent.

RELATING TO THE HAWAII EMPLOYER‑UNION HEALTH BENEFITS TRUST FUND. Proposed HD1: To eliminate Medicare Part B reimbursements for retired employee-beneficiaries and the spouses of employee-beneficiaries who are retired employees. To only apply prospectively and would only apply to an employee-beneficiary hired after June 30, 2011 or the spouse of an employee-beneficiary hired after June 30, 2011.

RELATING TO HEALTH INSURANCE. Limits the Hawaii Employer-Union Health Benefits Trust Fund board to contract for health benefits plans only with carriers that provide or administer prescription drug coverage together with medical benefits.

RELATING TO FRINGE BENEFIT CONTRIBUTIONS. Requires state contributions to the employees' retirement system to be paid from the general fund on a quarterly basis. Requires payments to be made before the end of the fiscal quarter. Requires departments and agencies whose employees are paid from state non-general funds to reimburse the state general fund for advance contributions. Requires the departments and agencies to pay monthly interest at 0.25% on the reimbursements. Takes effect on 07/01/2011 and is repealed on 06/30/2015.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
