RELATING TO THE UNIFORM MILITARY AND OVERSEAS VOTERS ACT. Enacts Uniform Military and Overseas Voters Act to ensure ability of members of the military and others eligible voters who are overseas to participate in all elections for federal, state, and local offices. Authorizes ballots and balloting materials to be transmitted by facsimile or electronic mail. Effective July 1, 2020. (HB461 HD1)

RELATING TO THE UNIFORM INTERSTATE FAMILY SUPPORT ACT. Updates the Uniform Interstate Family Support Act to reflect requirements of the Hague Convention of the International Recovery of Child Support and Other Forms of Family Maintenance. Provides procedures for registration, recognition, enforcement, and modifications of support orders from countries that are parties to the convention. Effective July 1, 2020. (HB871 HD1)

RELATING TO INTOXICATING LIQUOR. Prohibits use by minors of false identification to enter premises of establishments, carrying liquor licenses, that exclude minors. Establishes a schedule of fines assessed against minors for violations relating to liquor. Designates fifty per cent of revenues from fines to county programs to combat underage drinking. Effective on July 1, 2112. (HB96 HD1)

RELATING TO THE SMALL BUSINESS REGULATORY REVIEW BOARD. Requires each state agency having rules that affect small business to report to the Small Business Regulatory Review Board on the impact of statutory changes on those rules. Requires the Governor to direct each state agency to work with the Board to develop internal processes to expedite rulemaking actions for rules that affect small business and require amendment or adoption. Effective July 1, 2112. (HB980 HD1)

RELATING TO APPROPRIATIONS TO THE DEPARTMENT OF THE PROSECUTING ATTORNEY OF THE CITY AND COUNTY OF HONOLULU. Appropriates funds to the department of the prosecuting attorney of the city and county of Honolulu for career criminal prosecution unit, prosecution in drug court, prosecution in Hawaii's opportunity probation with enforcement, and victim witness assistance program.

RELATING TO INVOLUNTARY HOSPITALIZATION. Permits involuntary hospitalization in a psychiatric facility of a sexually violent predator. Defines sexually violent predator. Effective July 1, 2050. (HB247 HD1)

RELATING TO CONTROLLED SUBSTANCES. Directs the Attorney General to coordinate a review of the impact of diverting marijuana and felony drug offenders out of the criminal justice system into treatment. (HB142 HD1)

RELATING TO WHISTLEBLOWERS' PROTECTION. Provides additional protection to public employees who report violations of the law. Expands the department of labor and industrial relations' responsibilities regarding whistleblowers.

RELATING TO EMPLOYMENT PRACTICES. Makes it unlawful for any employer or labor organization to suspend, discharge, or discriminate against an employee solely because the employee uses accrued and available sick leave. Allows an employer or labor organization to require written verification by a physician that the employee was ill. (HB341 HD1)

RELATING TO EDUCATION. Requires the department of education to maintain, monitor, and enforce anti-bullying and anti-harassment policies and procedures to protect students or groups of students from bullying, cyberbullying, and harassment.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
