RELATING TO FIRE PROTECTION. Prohibits the retail sale or distribution of novelty lighters within the State. (SB173 HD1)

RELATING TO DANGEROUS WEAPONS. Prohibits any person from possessing, constructing, setting off, igniting, discharging, or otherwise causing to explode any homemade explosive device. Establishes a violation of this prohibition as a class C felony. (SD2)

RELATING TO THE HAWAII OCCUPATIONAL SAFETY AND HEALTH LAW. Increases the civil penalty amounts and additional criminal fines for violations of the Hawaii occupational safety and health law. Effective July 1, 2011. (SB1040 HD1)

PROPOSED DRAFT: Establishes that an owner of range land owes no duty of care, under certain conditions, toward a trespasser for injury suffered by the trespasser that occurs on range land or to warn the trespasser of dangerous natural conditions or range activities or uses. Clarifies the offense of criminal trespass in the second degree as it relates to land that is fallow or has evidence of livestock-raising, and authorizes a $10,000 fine for this offense. RELATING TO MOTOR VEHICLE REGISTRATION. Defines "after market motorcycle frame" and allows the county director of finance to assign a vehicle identification number to a motorcycle with an aftermarket frame. Except for special interest vehicles, reconstructed vehicles, and motorcycles with an after market frame, disallows the registration of uncertified motor vehicles and devices. (SD1)

RELATING TO PARKING FOR THE DISABLED. Requires disabled parking placards to be hung from the front windshield mirror of a vehicle when the placard is in use. Allows the placard to be displayed on the vehicle's dashboard if the design of the vehicle's rearview mirror precludes secure hanging of the placard. (SB1342 HD1)

RELATING TO HIGHWAY SAFETY. Extends the period in which an owner of a new car is exempted from obtaining a certificate of inspection from two years to three years from the date of purchase. Effective January 1, 2013. (SB1416 HD1)

RECONSIDERATION OF PRIOR DECISION MAKING

RELATING TO ANIMAL CRUELTY. Provides that killing, or attempting to kill, the animal of another person without that person's consent constitutes animal cruelty in the first degree. Adds exemptions for animal cruelty in the first degree. Effective 7/1/2050. (SD1)

RELATING TO EMPLOYMENT RELATIONS. Prohibits employers from discriminating against an employee or applicant for employment based upon the employee's or the applicant's domestic abuse victim status; provided that the domestic abuse victim notifies the employer of such status. Requires an employer to make reasonable accommodations for an employee who is a victim of domestic abuse; provided that it does not cause undue hardship to the operations of the employer.
