RELATING TO PUBLIC ORDER. Prohibits urinating and defecating in public places.

RELATING TO PUBLIC ORDER. Makes permanent the prohibition against urinating or defecating in public within the boundaries of downtown Honolulu.

RELATING TO CAMPAIGN CONTRIBUTIONS. Prohibits a person submitting an offer for a government contract solicitation from making campaign contributions. Includes subcontractors to a government contract in the prohibition of campaign contributions.

RELATING TO CONTROLLED SUBSTANCES. This measure amends Chapter 329, Hawaii Revised Statutes, to bring the Hawaii statutes on controlled substances to be consistent with the federal laws on controlled substances, and increases the fee for the registration certificate for qualifying patients for medical marijuana. RELATING TO THE PENAL CODE. To provide greater protections to victims of domestic violence who the court is already attempting to keep safe through protective orders. Effective July 1, 2050. (HB1003 HD1)

RELATING TO THE POWER OF ARREST. Adds the federal bureau of investigation and the United States immigration and customs enforcement to the list of federal agencies whose officers may make arrests for certain offenses under state law. Removes the citizenship and immigration services from the list. Adds proper titles of the heads of the district offices for the listed federal agencies. (HB1008 HD1)

RELATING TO ATTORNEY'S LIENS. Provides that attorney's liens shall attach to judgments, decrees, orders, settlements, and awards pursuant to a court order or arbitration proceeding.

RELATING TO ARBITRATION. Authorizes a default ruling against any party to an arbitration who fails to pay the arbitration fees or costs directed by an arbitrator or arbitration organization.

RELATING TO POWERS OF ATTORNEY. Requires that a power of attorney be signed by two witnesses and acknowledged by a notary public.

RELATING TO ABANDONED VEHICLES. Extends for registered owners with an out-of-state address, the time period during which the owner of an abandoned vehicle may repossess the vehicle before it may be subject to disposal. (HB1241 HD1)

RELATING TO AGRICULTURAL THEFT. Establishes, under the agricultural theft law, that possession of more than five pounds of an agricultural product grown on the premises is prima facie evidence that the product has been stolen, unless a bill of sale is provided. Effective July 1, 2020. (HB1524 HD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
