RELATING TO REAPPORTIONMENT. Appropriates moneys for the operation of the reapportionment commission.

RELATING TO THE ETHICS COMMISSION. Requires the ethics commission to retain, in electronic form for ten years, financial and gift disclosure statements filed by legislators, employees, and delegates to a constitutional convention and statements filed by lobbyists. Makes such documents public records for so long as the documents are available, either in paper or electronic form.

RELATING TO THE ESTABLISHMENT OF THE LIEUTENANT GOVERNOR SPECIAL FUND. Establishes a special fund in the lieutenant governor's office and provides that all revenue from name changes, apostille and certification fees, and copy fees be deposited into the fund

RELATING TO THE JUDICIAL SELECTION COMMISSION. Makes an appropriation to the judicial selection commission for staffing and operations.

RELATING TO CERTIFICATES OF IDENTIFICATION. Authorizes the Attorney General to cooperate with appropriate county agencies to allow such agencies to issue civil identification at locations where driver's licenses are issued. Requires report to the Legislature.

The following measure(s) were previously heard on February 1, 2011. Decision making only and no testimony will be accepted.
RELATING TO CAMPAIGN SPENDING. Provides regulation of automated phone calls, changes report filing deadlines, provides a cap of $100 on the price of fundraiser tickets that may be purchased with campaign funds, and applies notice and disclaimer requirements to an advertisement that is not paid for by an independent party.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

WEB: For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/emailtestimony.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
