RELATING TO HUMAN SERVICES. Authorizes the establishment of the Supporting Employment Empowerment Hawaii Work Program to transition welfare recipients to the workforce. Effective July 1, 2011. (HB768 HD1)

RELATING TO FAMILY COURTS. Prohibits courts from considering a person's federal veterans disability benefits in determining whether to award support and maintenance allowances or the amount of any such allowance to the person's spouse or former spouse.

RELATING TO MILITARY BENEFITS. Prohibits courts, in making a disposition of property pursuant to a divorce decree, from considering federal disability benefits awarded to a military veteran.

RELATING TO TERMS OF IMPRISONMENT. Adds the acts of inflicting serious or substantial bodily injury upon a person who is pregnant in the course of committing or attempting to commit a felony to those actions for which an extended term of imprisonment may be given. Mandates imprisonment for such actions if not subject to extended term.

RELATING TO MANDATORY REPORTING OF CHILD ABUSE AND NEGLECT. Broadens the group of persons required to report child abuse and neglect to include family members, unless they are victims of domestic violence. Effective 7/1/11.

RELATING TO DOMESTIC ABUSE PROTECTIVE ORDERS. Allows a temporary restraining order to remain in effect for 90 days or until service of a protective order, whichever occurs first. Provides that protective orders orally stated by the court on the record shall be effective upon service on the respondent.

RELATING TO CRIMINAL OFFENSES. Amends the offense of first degree murder to include causing the death of a person who is a witness to a family court proceeding alleging a law violation by a minor.

RELATING TO HUMAN SERVICES. Allows the Department of Human Services to develop grant programs by which private, not-for-profit, and public entities administer federal stimulus funds, private foundation grants, and other funds to prevent and respond to domestic violence. Effective 1/1/12.

RELATING TO STATE REHABILITATION COUNCIL. Reduces the number of members of the State Rehabilitation Council from twenty-one to fifteen.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

EMAIL: For comments less than 5 pages in length, transmit to HUStestimony@Capitol.hawaii.gov ; or
WEB: For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/emailtestimony.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
