RELATING TO ELECTRONIC MONITORING. Requires electronic monitoring of persons convicted of violating a domestic abuse temporary restraining order or protective order. Effective 7/1/2011. Sunsets 7/1/2013.

RELATING TO CRIME. Mandates minors aged 15-17 be tried as adults in cases of first degree murder when no other offenses are charged. Provides for discretionary remand of the minor to the family court in specified cases. Effective 1/1/2012.

RELATING TO FAMILY JUSTICE CENTERS. Authorizes the Department of Human Services to establish one or more Family Justice Centers to assist victims of domestic violence, sexual assault, elder abuse, or human trafficking, as well as to provide family-based social services.

RELATING TO HUMAN SERVICES. Provides higher education scholarships to eligible former foster youth in lieu of higher education board allowances. Establishes a higher education scholarship program within the Department of Human Services.

RELATING TO DOMESTIC ABUSE ORDERS. Allows a temporary restraining order to remain in effect for 90 days or until service of a protective order, whichever occurs first. Also amends law to provide that protective orders orally stated by the court on the record shall be effective upon service on the respondent.

MAKING A GRANT FOR THE ESTABLISHMENT AND OPERATION OF A COMPREHENSIVE DEAF CENTER. Appropriates moneys for a grant to establish and operate a comprehensive deaf center.

RELATING TO FAMILY RELATIONS. Makes bullying in the home a misdemeanor offense and requires counseling for anyone convicted of the offense.

RELATING TO SUBSTANCE ABUSE. Appropriates funds for substance abuse treatment efforts and to establish or assist existing community centers meant to prevent at-risk youth from engaging in substance abuse. Effective July 1, 2011.

RELATING TO THE COMMISSION ON FATHERHOOD. Increases the terms of members of the commission on fatherhood from two to four years and limits commission membership to two terms.

RELATING TO COMMUNITY CARE FOSTER FAMILY HOMES. Requires a Community Care Foster Family Home to have been certified and in operation for not less than one year prior to being certified for a third client.

RELATING TO COMMUNITY CARE FOSTER FAMILY HOMES. Amends previous caregiving requirements to specify that in Community Care Foster Family Homes approved for a maximum of three clients, the primary caregiver must be a certified nurse aide and the substitute caregiver must be a nurse aide.

RELATING TO FOSTER YOUTH. Establishes the Hawaii foster youth mentorship program in the Department of Human Services to promote the well-being of foster youth.

RELATING TO FOSTER CARE SERVICES. Requires the Department of Human Services to amend its rules to increase the monthly foster care maintenance payment from $529 per month to an unspecified amount per month. Effective on July 1, 2011.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
