Authorizes the court, in medical tort litigation, to impose sanctions on a nonprevailing party whose rejection of the medical claim conciliation panel's decision resulted in the subsequent litigation.  Amends requirements for the certificate accompanying any claim filed with the medical claim conciliation panel.

Authorizes limited prescriptive authority for qualified psychologists who practice at a federally qualified health center.

Requires insurers, mutual benefit societies, and health maintenance organizations to pay health care providers directly regardless of the health care provider's participatory status with the insurer, mutual benefit society, or health maintenance organization.  Also requires nonparticipating providers who provide emergency services to be paid promptly and directly for the treatment rendered.

Directs the department of health and state civil defense to report to the legislature on progress in implementing the recommendations of the statewide dialysis emergency plan.  Appropriates funds to upgrade dialysis facilities and implement the plan.

Defines "home health agency" to include an agency or organization that provides either skilled nursing services or other therapeutic services, or both, to ensure that these organizations are properly licensed.

Amends the corporation board composition to change the membership from twelve to thirteen members; gives voting rights to the ex officio director of health member; replaces the five regional chief executive officer ex officio voting members with community members from the respective regional system board region; adds an at-large member appointed by the governor.  (SD1)

Authorizes the Hawaii health systems corporation to mortgage its real property and clarifies that the dollar cap on municipal leasing authority applies to each regional system.  (SD1)

RELATING TO THE HAWAII HEALTH AUTHORITY.

Extends by one year the deadline for the Hawaii health authority to submit to the legislature a comprehensive health plan for all individuals in the State.

·         In person:  1 copy of their testimony to the committee clerk, Room 222, State Capitol.

 

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

Please note:  If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
