Removes marijuana and tetrahydrocannabinols from the schedule I controlled substances list and places them in the schedule III controlled substances list.

Imposes an excise tax on tobacco products other than cigarettes, little cigars, and large cigars that is equivalent to the tax imposed on a standard package of twenty cigarettes or little cigars.

RELATING TO HEALTH.

Appropriates funds to the department of health and the department of human services to expand certain health care services to qualified individuals and to finance projects at designated health centers throughout the State. (SD1)

Requires hospitals to provide survivors of sexual assault with medically and factually accurate and unbiased information regarding emergency contraception.

RELATING TO MENTAL HEALTH.

Establishes the Hawaii mental health commission, which is charged with the responsibility of creating a unified state mental health delivery service.  Transfers the authority, duties, responsibilities and jurisdiction of the department of health, with respect to mental health, mental illness, drug addiction, and alcoholism, to the Hawaii mental health commission on July 1, 2013.  Makes an appropriation to the department of health.

Establishes a nine-member Hawaii health authority within the office of the governor; establishes responsibilities and duties of the authority; requires annual reports; appropriates funds for the expenses of the authority.

RELATING TO EMERGENCY CONTRACEPTIVES FOR SEXUAL ASSAULT SURVIVORS.

Requires hospitals to provide information about emergency contraception to women who are sexually assaulted and to provide emergency contraception when requested.  Authorizes the department of health to establish administrative penalties for noncompliance.

Creates a healthy families initiative pilot program; appropriates funds.

RELATING TO COMMUNITY HEALTH CENTERS.

Appropriates moneys from the community health centers special fund to be used by community health centers in the State.  Directs the administration and the department of health to release funds to the community health centers.

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

Please note:  If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
