HB 1201	RELATING TO THE HAWAII HEALTH BENEFIT EXCHANGE Establishes the Hawaii heath benefit exchange in compliance with federal law.	HLT, CPC, FIN
HB 902	RELATING TO THE UNIVERSITY OF HAWAII Establishes the Hawaii medical doctor loan repayment program for University of Hawaii medical school graduates and medical school graduates with training from Hawaii based medical programs working in rural areas of the State.	HLT, HED, FIN
HB 904	RELATING TO INTOXICATING LIQUOR Prohibits the sale or distribution of caffeinated alcoholic beverages unless labeled as an "intoxicating liquor" and accompanied by a warning about potential harmful effects of consumption.	HLT, CPC, HED
HB 1047	RELATING TO HEALTH INSURANCE. Provides uniform standards for external review procedures based on NAIC Uniform Health Carrier External Review Model Act, in order to comply with the requirements of the federal Patient Protection and Affordable Care Act of 2010.	HLT, CPC, FIN
HB 1045	RELATING TO INSURANCE Updates the Insurance Code and related provisions to adopt the revisions to the National Association of Insurance Commissioners model laws and regulations for risk-based capital trend test for property and casualty insurers which is required for National Association of Insurance Commissioners accreditation. HB 1443	RELATING TO HEALTH INSURANCE. Requires health insurers to provide coverage for specified types of smoking cessation methods	HLT, CPC, FIN
HB 1048	RELATING TO HEALTH INSURANCE Provides for the establishment of a health insurance exchange authority in response to the Patient Protection and Affordable Care Act of 2010 to facilitate the purchase and sale of, and provide a connection between buyers and sellers of federally qualified health insurance plans	HLT, CPC, FIN
HB 756	RELATING TO BUILDING DESIGN FOR PERSONS WITH DISABILITIES Allows the disability and communication access board to charge a fee to defray expenses of reviewing construction plans to ensure compliance with law. HB 1451	RELATING TO HEALTH CARE PRIVACY Stipulates conditions under which health care information can be disclosed. Provides penalties	HLT, JUD, FIN

HB 127	RELATING TO HEALTHCARE Requires hospitals to provide survivors of sexual assault with medically and factually accurate and unbiased information regarding emergency contraception	HLT, JUD, FIN
HB 622	RELATING TO EDUCATION Requires the department of education to adopt rules to educate coaches, youth athletes, and their parents or guardians of the nature and risk of concussions and head injuries. Requires that coaches receive annual training to recognize symptoms of concussions and that youth athletes suspected of sustaining a concussion be kept from practice or competition until conditions are met	HLT, EDN, FIN
HB 1546	RELATING TO PRIOR AUTHORIZATIONS Establishes a statewide standardization of the prescription drug prior authorization process	HLT, CPC, FIN
HB 1384	RELATING TO PRESCRIPTION MEDICATIONS Requires the insurance commissioner to develop a standardized prior authorization request form and process for prescription medications for use by health care providers and insurance carriers	HLT, CPC, FIN
HB 958	RELATING TO HAWAII HEALTH CORPS Establishes the Hawaii health corps program to provide loan repayments on behalf of eligible physicians, physician assistants, and nurse practitioners in any county having a shortage of physicians, physician assistants, and nurse practitioners, with priority given to in rural areas. Provides for loan repayments by the University of Hawaii John A. Burns school of medicine. Makes appropriations to support accreditation efforts and support and expand residency programs, particularly in family medicine	HLT, HED, FIN
HB 821	RELATING TO HEALTH INSURANCE Requires health insurers, mutual benefit societies, and health maintenance organizations to provide health care coverage and benefits for autism spectrum disorders beginning after 12/31/2011.	HLT, CPC, FIN

DECISION MAKING TO FOLLOW

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

· Testifier's name with position/title and organization;

· The Committee the comments are directed to;

· The date and time of the hearing;

· Measure number; and

· The number of copies the Committee is requesting. 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Submit testimony in ONE of the following ways:

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.

If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three minutes.  This three minute policy will be enforced to ensure fairness and adequate consideration to all bills.
