RELATING TO SERVICE ANIMALS. Amends certain laws regarding the use of service animals in statutes relating to dog licensing, public conveyances, and discriminatory practices in real estate transactions to address issues with obsolescence and inconsistency with the ADA and FHA. (SD2)

RELATING TO PHYSICIAN WORKFORCE ASSESSMENT. Permanently establishes the physician workforce assessment fee. Requires a portion of the assessment fees be deposited into the John A. Burns school of medicine special fund to support physician workforce assessment and planning, including recruitment and retention of physicians for rural and medically underserved areas of the State. Requires the University of Hawaii at Manoa to report annually to the legislature, the state health planning and development agency, and the Hawaii medical board. Effective 7/1/2050. (SD2)

RELATING TO HEALTH INSURANCE. Authorizes the Insurance Commissioner to enforce consumer protections and market reforms relating to insurance of the federal Patient Protection and Affordable Care Act. (SD1)

RELATING TO PSEUDOEPHEDRINE. Reclassifies pseudoephedrine as a schedule V drug that may only be dispensed with a prescription with certain exceptions; makes conforming amendments. Requires retail sellers of drugs containing pseudoephedrine to remove these drugs from their over-the-counter inventories no later than 7/1/2011. Effective 7/1/2050. (SD2)

RELATING TO CONSUMER INFORMATION. Requires sliced, sandwich-style bread products that have been baked and then frozen to be labeled "previously frozen". Prohibits bread that has been frozen to be labeled or advertised as "fresh". Effective 7/1/50. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three minutes. This three minute policy will be enforced to ensure fairness and adequate consideration to all bills.
