RELATING TO BUILDING DESIGN FOR PERSONS WITH DISABILITIES. Establishes an accessible building design special account, within the disability and communication access board special fund, for fees to be deposited and expended. Allows the disability and communication access board to charge a fee to defray expenses of reviewing construction plans to ensure compliance with law. Establishes fees for the review of buildings and facilities to ensure accessibility by persons with disabilities; fees will be in effect until the disability and communication access board adopts rules pursuant to Chapter 91, HRS. Effective 7/1/2050. (SD2)

RELATING TO THE HAWAII TOBACCO SETTLEMENT SPECIAL FUND. Extends the appropriation by a decreasing annual amount of a portion of Hawaii tobacco settlement special fund moneys for annual operating expenses of JABSOM until 06/30/2015. Increases the portion of Hawaii tobacco settlement special fund moneys going to the general fund until 06/30/2015; and adds annual reporting requirements for JABSOM. Effective 7/1/2050. (SD2)

RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION. Authorizes the Hawaii health systems corporation to mortgage its real property and clarifies that the dollar cap on municipal leasing authority applies to each regional system. Effective 7/1/2050. (SD3)

RELATING TO PHARMACY BENEFIT MANAGEMENT COMPANIES. Requires registration of and regulates practices of pharmacy benefit management companies. Authorizes periodic audits of pharmacies that submit claims to pharmacy benefit management companies. Effective 7/1/2050. (SD2)

RELATING TO THE HAWAII HEALTH INSURANCE EXCHANGE. Establishes the Hawaii health connector to create a health insurance exchange pursuant to the federal Patient Protection and Affordable Care Act of 2010; creates Hawaii health insurance exchange council under a board of directors; creates board of directors; creates task force to recommend policies and procedures to implement the governance of the health insurance exchange. RELATING TO PRESCRIPTION MEDICATIONS. Authorizes a working group composed of stakeholders and convened by the Healthcare Association of Hawaii to consider issues relating to prior authorization for prescription medication and to make recommendations for future legislation. Takes effect 07/01/2050. (SD2)

RELATING TO HEALTH. Establishes the childhood obesity pilot program and requires insurers to cover childhood obesity as a billable provider visit for services rendered by participating health care providers. Appropriates funds for the administration of the childhood obesity pilot program. Requires the childhood obesity pilot program provider participants to submit a report to the department of health and the legislature no later than twenty days prior to the convening of the 2015 regular session. Effective 7/1/50. (SD2)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
