RELATING TO CORRECTIONS. Adds a section to chapter 353, Hawaii Revised Statutes, relating to the mental health treatment of inmates and detainees in the custody of the Department of Public Safety.

RELATING TO GROUP LIVING FACILITIES. Terminates permits issued by a county agency to facilities intended for group living, or group homes, that do not use the permits.

RELATING TO REPACKAGED DRUGS AND COMPOUND MEDICATIONS. Establishes price caps for the Hawaii workers' compensation insurance system for drugs, including repackaged drugs and compound medications. (HB1243 HD1)

RELATING TO TOXIC PRODUCTS. Beginning 1/1/12, prohibits the manufacturing, sale, or distribution of toys and child care articles containing certain toxic chemicals and requires manufacturers to use the least toxic alternatives.

RELATING TO HEALTH. Amends the date when the Hawaii Health Authority is required to submit its findings and recommendations to the Legislature.

RELATING TO SMOKING IN CONDOMINIUMS. Allows a condominium association, if not prohibited by its articles of incorporation or bylaws, to prohibit smoking within a condominium unit. Requires an association to prohibit smoking in common elements and covered limited common elements.

RELATING TO HUMAN SERVICES AND HEALTH. Appropriates additional funding for the Kupuna Care program. Effective 7/1/11.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
