RELATING TO HEALTH INSURANCE. Requires health insurers and like entities to provide coverage for the repair and servicing of motorized wheelchairs and electronic convenience vehicles. Makes it an unfair and deceptive practice for vendors to not provide emergency repairs or for repair persons to not provide loaners or rentals during servicing or repairs.

RELATING TO LIMITATION OF ACTIONS. Eliminates the statute of limitations for civil actions brought by persons subjected to sexual offenses as a minor. Revives for one year certain actions for which the statute of limitations had previously lapsed.

RELATING TO HEALTH INSURANCE. Authorizes the Insurance Commissioner to enforce applicable federal law regarding accident and health or sickness insurance.

RELATING TO NATIONAL DENTAL HYGIENE EXAMINATIONS. Amends the requirements of licensure for dental hygienists by specifying that the passage of the National Dental Hygiene Examination is a requirement for licensure.

RELATING TO HEALTH PLANNING. Requires that the state health services and facilities plan be adopted in accordance with the rulemaking procedures of chapter 91, HRS. Establishes criteria for the plan.

RELATING TO HEALTH. Appropriates funds to be expended by the Department of Health to support ongoing services provided by a Centers for Medicare and Medicaid Services certified kidney and liver transplant provider in Hawaii, and to support a federally-recognized chronic kidney disease management program. RELATING TO SPECIAL TREATMENT FACILITIES. Requires public approval from residents within a 1-mile radius for the licensing of a new special treatment facility, or for renewal of such a license.

RELATING TO HEALTH. Allows the sale of hand-pounded poi by an individual producer directly to consumers under certain conditions. Requires the Department of Health to adopt rules. (HB1344 HD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three minutes. This three minute policy will be enforced to ensure fairness and adequate consideration to all bills.
