RELATING TO UNIVERSITY OF HAWAII BUDGET. Requires the University of Hawaii to use zero-based budgeting principles in formatting the budget for the 2012-2013 fiscal year.

RELATING TO A COLLEGE SAVINGS PROGRAM TAX CREDIT. Establishes a college savings program tax credit.

RELATING TO THE UNIVERSITY OF HAWAII COMMUNITY COLLEGES. Expands the authority of University of Hawaii community colleges to offer 4-year degree programs.

RELATING TO STUDENT LOAN FUNDS. Repeals state authorization to allow a private not-for-profit corporation to acquire student loan notes.

RELATING TO EDUCATION. Directs the legislative reference bureau to examine the Higher Education Act of 1965, as amended, and regulations pursuant to that Act, make recommendations to ensure the State's compliance with provisions relating to the state authorization of institutions that offer educational programs beyond secondary education, and make recommendations as to whether existing functions relating to the licensing or authorization of any educational institutions in the State, and administrators and instructors thereof, should be consolidated and tasked to one state agency that would be responsible for the licensing and authorization of all educational institutions in the State and their related operations.

RELATING TO FISHING. Directs the pacific aquaculture and coastal resources center at the University of Hawaii at Hilo to study the feasibility of developing an entity on the big island similar to the commercial fishing village at Honolulu's pier 38.

RELATING TO HIGHER EDUCATION. Requires the University of Hawaii to report annually to the Director of Finance the number of students in the previous academic year who attended and were in excess of the necessary credits for graduation or prior to declaring a major. Authorizes the Director of Finance to assess and transfer the costs.

RELATING TO THE UNIVERSITY OF HAWAII. Establishes a research program on the stewardship of marine protected areas at the University of Hawaii at Hilo. Appropriates funds on a matching basis with the federal government.

DECISION MAKING TO FOLLOW

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
