Allows 999-year homestead leases to be assigned to land trusts that are created for purposes of managing and holding the homestead leasehold estate for the benefit of the lessee and lessee's family members.

Establishes the ‘Aha Kiole Advisory Commission placed within the Department of Land and Natural Resources to serve in an advisory capacity to the governor on all matters regarding the management of the State's land and natural resources.

RELATING TO THE KAHO‘OLAWE ISLAND RESERVE.

Provides for the seizure and forfeiture of a variety of equipment and instruments used or taken in violation of the laws or rules applicable to the island reserve.

RELATING TO THE KAHOOLAWE ISLAND RESERVE.

Authorizes a portion of the conveyance tax revenues to be used to replenish the Kahoolawe rehabilitation trust fund for the long-term restoration of Kahoolawe.

Status

RELATING TO THE MOLOKAI IRRIGATION SYSTEM.

Directs the Department of Agriculture to provide water to Molokai Irrigation System users who lease tracts of land under section 207 of the Hawaiian Homes Commission Act, 1920, as amended, at a reduced rate.  Requires the Department of Agriculture to forgive past due bills for the provision of irrigation water for Molokai homestead farmers.

Status

RELATING TO HEALTH.

Exempts the preparation of poi using traditional Hawaiian cultural food preparation practices from department of health regulation regarding food safety.  Requires director of health to adopt rules.

RELATING TO HISTORIC PRESERVATION.

Establishes a special account in the historic preservation special fund and requires that archaeological permit fees collected be deposited into the account to cover the costs of managing the permits.  Directs the department of land and natural resources to increase permit fees from $50 to no less than $1,000.

Status

RELATING TO HISTORIC PRESERVATION.

Requires an archaeological inventory survey prior to the sale or long-term lease of any undeveloped property in the State.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
