RELATING TO ANIMAL INDUSTRY. Authorizes the use or rental of animal quarantine property or facilities for commercial purposes. Establishes the animal industry special fund. Makes an appropriation. Effective July 1, 2020.

RELATING TO AQUACULTURE. Increases lease terms for aquaculture operations from thirty-five to sixty-five years. Permits aquaculture lessees in good standing the right of first refusal. Allows for supportive aquaculture activities. Allows the Department of Transportation to designate unused or underused public lands to be used for purposes of aquaculture. Effective July 1, 2050.

RELATING TO ENTERPRISE ZONES. Adds development and operation of space exploration and lunar research related activities to the definition of "eligible business activity" under the state enterprise zone law. Effective July 1, 2112.

RELATING TO PERMITTING. Establishes a temporary task force to review state and county administrative rules to be amended or repealed to expedite and make less burdensome the permitting and approval process. Effective July 1, 2112.

RELATING TO THE PUBLIC UTILITIES COMMISSION. Establishes notice and fact-finding requirements for the issuance of certificates of public convenience and necessity for water carriers; expands the composition of the PUC to five members with a representative from each county plus one at-large member; creates specialized subject-matter panels within the PUC; mandates the hiring of sufficient staff; creates the position of executive officer; requires electronic posting of information in connection with applications for certificates of public convenience and necessity; bars interim or temporary orders for certificates of public convenience and necessity except in state-declared emergencies. Effective 07/01/2050.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
