RELATING TO THE STATE BUDGET.

Appropriates funds to DHHL for effectively assessing and tracking programmatic needs of applicants on its waitlists to determine the funding required for the purposes of lot development, issuing loans, rehabilitation projects, and administration.  Effective July 1, 2011.

Status

RELATING TO THE WESTERN INTERSTATE COMMISSION FOR HIGHER EDUCATION.

Establishes the Hawaii Western Interstate Commission of Higher Education (Hawaii WICHE).  Allows Hawaii WICHE to establish a repayment policy for students who receive financial support from certain funds appropriated for the Hawaii commission.  Establishes a professional student exchange program special fund.  Effective 7/01/50.

Status

RELATING TO SCHOOL REPAIR AND MAINTENANCE.

Re-directs moneys generated by the $2 income tax check-off into the Hawaii 3R's school repair and maintenance fund.  Appropriates moneys to the Hawaii 3R's as a grant pursuant to chapter 42F, Hawaii Revised Statutes.  Effective July 1, 2050.

RELATING TO EDUCATION.

Appropriates funds for the Families for R.E.A.L. program and professional and curriculum development in parent involvement for DOE and the early learning council. Requires the program to develop a plan to cover a percentage of the program costs, beginning 7/1/2013.  Requires a report to the legislature and governor by 2012.  Effective 7/1/2050.

RELATING TO CONSUMER PROTECTION.

Updates regulation of legal service plans; updates fees charged to insurers by the Department of Commerce and Consumer Affairs.

Status

RELATING TO THE HAWAII HEALTH INSURANCE EXCHANGE.

Establishes the Hawaii health connector to create a health insurance exchange pursuant to the federal Patient Protection and Affordable Care Act of 2010; creates Hawaii Health Insurance Exchange under a board of directors; creates board of directors; creates interim board to recommend policies and procedures to implement the governance of the health insurance exchange.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
