Requires the University of Hawaii Board of Regents to periodically review the priority guidelines for quality education and recommend amendments to the Legislature, develop a functional plan that includes strategic goals, outcomes, and performance indicators, and report biennially to the Legislature.

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HUMAN SERVICES FOR HEALTH CARE PAYMENTS. Makes emergency appropriations from general revenues for fiscal year 2010-2011 to address the budget shortfall in for the health care payments program (HMS 401) in the Department of Human Services.

RELATING TO TAXATION. PROPOSED HD1: Establishes a new markets tax credit for qualified equity investment on a credit allowance date and that is exempt from the requirements of section 704(b)(2) of the Internal Revenue Code; restricts community development entity investments to low-income communities in Hawaii; includes franchise taxes and insurance premium taxes eligible for the tax credit. Exempts federally tax exempt companies that supply potable water from the state income and general excise taxes.
