RELATING TO ENVIRONMENTAL IMPACT STATEMENTS.

Extends the sunset date of Act 87, Session Laws of Hawaii 2009, from July 1, 2011, to July 1, 2015; Act 87 exempts from the environmental impact statement law under chapter 343, Hawaii Revised Statutes, certain primary actions not subject to discretionary consent and involving ancillary secondary actions limited to infrastructure work in public rights-of-way or highways.

Status

RELATING TO SOLID WASTE.

Applies the solid waste disposal surcharge to waste that is deposited in landfills, incinerators, or waste-to-energy facilities, whether the waste is disposed of in-state or transferred out-of-state.  Effective 07/01/2050.

RELATING TO PUBLIC LANDS.

Creates a task force under the University of Hawaii Kapiolani community college to conduct a study of the feasibility of transferring the lands currently under the jurisdiction of the Department of Land and Natural Resources to the University of Hawaii Kapiolani community college for a legacy center for the 100th Infantry Battalion/442nd Regimental Combat Team.  Report to legislature.

RELATING TO PHARMACY BENEFIT MANAGEMENT COMPANIES.

Creates a task force to make recommendations to regulate the licensing of pharmacy benefit management companies by ensuring financial reliability and mandating full disclosure of drug costs and financial contracts.

RELATING TO HEALTH INSURANCE.

Provides uniform standards for external review procedures based on the National Association of Insurance Commissioners Uniform Health Carrier External Review Model Act, to comply with the requirements of the federal Patient Protection and Affordable Care Act of 2010.  Effective July 1, 2011.
