RELATING TO THE HAWAIIAN HOMES COMMISSION ACT, 1920, AS AMENDED. Increases the limit the department is currently authorized to borrow or guarantee on loans from $50,000,000 to an unspecified amount to cover the department's guarantee requirements for its housing program. Effective July 1, 2011.

RELATING TO THE CRIMINAL JUSTICE SYSTEM. Establishes a task force to reduce the unnecessary involvement of individuals, particularly Native Hawaiians, with the criminal justice system. Effective July 1, 2011.

RELATING TO HISTORIC PRESERVATION. Requires one per cent of all state fund appropriations designated for the construction and renovation of state buildings to be deposited into the Hawaii Historic Preservation Special Fund. Adds the costs related to site modifications, display, and interpretive work necessary to enhance the visitor experience for the Bernice Pauahi Bishop Museum, Iolani Palace, Washington Place, and Mauna Ala to the uses of the Fund. Requires reports to the Governor and Legislature. Effective July 1, 2011.

RELATING TO BUSINESS REGULATION. Establishes an organizational and regulatory framework for sustainable business corporations. Effective July 1, 2112.

RELATING TO TELECOMMUNICATIONS. Exempts certain broadband infrastructure improvements from state and county permitting requirements. Exempts a person or entity from any requirement to upgrade or replace existing utility poles when using that pole to install new or improve existing telecommunications cables, under certain conditions. Establishes requirements for utilities in cases where access to a utility pole is denied. Effective July 1, 2112.

RELATING TO DOGS. Establishes requirements for licensure and regulation of large-scale dog breeders. Effective July 1, 2112.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
