RELATING TO PUBLIC LANDS. Authorizes BLNR to extend leases of public lands for hotel and resort use upon approval of a proposed development agreement to make substantial improvements to the premises. Effective July 1, 2050.

RELATING TO DAMS AND RESERVOIRS. Requires BLNR to consider the roles of dams and reservoirs as important water resources for the State and the need to maintain and operate them in a safe and feasible manner. Effective 7/1/2050.

RELATING TO PUBLIC LANDS. Creates a task force under the University of Hawaii Kapiolani community college to conduct a study of the feasibility of transferring the lands currently under the jurisdiction of the Department of Land and Natural Resources to the University of Hawaii Kapiolani community college for a legacy center for the 100th Infantry Battalion/442nd Regimental Combat Team. Report to legislature.

RELATING TO PUBLIC BUILDINGS. Establishes the State Facility Renovation Partnership Program. Effective July 1, 2030.

RELATING TO CONVEYANCE TAX. Repeals conveyance tax exemptions for low-income housing projects certified by the Hawaii housing finance and development corporation. Effective 7/1/2050.

RELATING TO FEES FOR HABITAT CONSERVATION PLANS. Authorizes DLNR to collect fees to cover the technical assistance program costs associated with habitat conservation plans, and adopt rules for establishing such fees. Effective 7/1/2050.

RELATING TO PUBLIC LANDS. Requires the Department of Land and Natural Resources to consider the sale or exchange of Sand Island parcels to leaseholders. Requires a report of findings and recommendation to the Legislature. Effective January 1, 3000.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
