Requires every new and replacement outdoor light fixtures to be full-cutoff beginning on July 1, 2013, with certain exemptions.  Defines "full-cutoff."  Effective July 1, 2011.

Status

RELATING TO TOURISM.

Appropriates funds for the application of a spaceport license from the Federal Aviation Administration to establish space tourism in Hawaii.  Effective July 1, 2112.

Status

RELATING TO ECONOMIC DEVELOPMENT.

Amends the uses of the Hawaii Community-based Economic Development Revolving Fund to include operational and certain personnel funding for the community-based economic development program and its advisory council and the enterprise zone program.  Appropriates funds.  Clarifies that moneys in the Hydrogen Investment Capital Special Fund are to be expended by the Hawaii Strategic Development Corporation.  Establishes the Department of Business, Economic Development, and Tourism Operation Special Fund (DBEDT Fund).  Imposes a temporary surcharge on certain fees charged by certain departments for deposit into DBEDT Fund.  Effective July 1, 2112.

RELATING TO THE GENERAL EXCISE TAX.

Exempts from the general excise tax amounts received by a related entity.  Clarifies subpoena authority of the Department of Taxation.  Effective July 1, 2112.

Status

RELATING TO TAXATION.

Creates a nexus standard for taxing out-of-state businesses on their business activities in Hawaii.  Includes local affiliate agreements under the GET.  Allows out-of-state and in-state businesses to file information regarding sales to residents of the State instead of collecting GET.  Repeals the income tax exemption for income derived from stock options or stock from a qualified high technology business.  Effective 07/01/2112.

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

WEB:      For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/emailtestimony.

 

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
