Status

RELATING TO PUBLIC SCHOOL LANDS.

Permits the Department of Education, with the approval of the Board of Education, to lease certain public school lands for the development of affordable workforce housing rental units under specified conditions.  Establishes a public school construction tax credit not exceeding ten per cent of construction costs incurred under such leases.  Effective July 1, 2011.

Status

RELATING TO CHARTER SCHOOLS.

Requires charter school budget requests for needs-based facilities funding to include a detailed explanation as to the formula used and the funding request breakdown by school.  Allows charter schools to appeal and denied reauthorizations to BOE.  Requires charter schools and their local school boards to develop internal policies and procedures on ethics.  Requires the Charter School Review Panel to conduct a multi-year evaluation of each charter school every six years, instead of every five.  Establishes separate task forces to (1) determine a needs-based facilities funding formula for charter schools and (2) address issues on charter school governance, accountability, and authority.  Effective July 1, 2050.

Status

RELATING TO EDUCATION.

Authorizes the Department of Education (DOE) to monitor students with disabilities who are placed, at DOE's expense, at private schools or placements.  Requires private schools or placements to post rates, fees, and tuition by April of each year.  Requires DOE to pay only for private school or placement services that are specified in a student's individualized education program and to withhold payment to private schools or placements that restrict or deny monitoring by DOE.  Exempts certain schools.  Effective July 1, 2050.

Status

RELATING TO SPECIAL EDUCATION.

Requires certain private special education schools and programs that provide services to students with disabilities who receive state funding, to comply with federal and state laws, rules, and regulations.  Requires accreditation within a certain time for certain private schools or programs that accept students with disabilities who receive state funding.  Effective 7/1/2050.

RELATING TO EDUCATION.

Amends Chapter 302A, Hawaii Revised Statutes, to require the Committee on Weights to meet not less than once every odd-numbered year, rather than annually.  Effective July 1, 2011.

RELATING TO EDUCATION.

Provides that the single school calendar for all public schools does not apply to schools designated by BOE in furtherance of a plan to improve educational outcome in students.

RELATING TO EDUCATION.

Permits the administration of nationally norm-referenced testing in any content area for certain grades at the discretion of individual schools and complexes at the school or complex's own expense.  Repeals the administration of nationally norm-referenced testing on July 1, 2015.

Status

RELATING TO EDUCATION.

Requires multi-track public schools to have a school year of at least one hundred seventy-one days or ninety per cent of the minimum days required of other non-charter public schools.  Requires the Department of Education to submit to the legislature a plan to implement a school year for multi-track schools beginning with the 2015-2016 school year of ninety per cent of the minimum instructional days required of other non-charter public schools.  Effective July 1, 2050.

Status

RELATING TO RECONSTITUTING SCHOOLS.

Allows the Superintendent of education to reconstitute a public school, except for charter schools.  Allows the superintendent to recommend actions to the Charter School Review Panel, including the revocation of a school's charter.  Effective July 1, 2050.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
