RELATING TO THE UNIVERSITY OF HAWAII.

Requires the University of Hawaii Board of Regents to periodically review the priority guidelines for quality education and recommend amendments to the Legislature, develop a functional plan that includes strategic goals, outcomes, and performance indicators, and report biennially to the Legislature.

RELATING TO THE UNIVERSITY OF HAWAII.

Increases the University of Hawaii's authorization to issue revenue bonds for the purpose of financing the construction and maintenance of qualifying capital improvement projects.  Appropriates revenue bond proceeds.  Effective 7/1/2050.

Status

RELATING TO THE UNIVERSITY OF HAWAII.

Temporarily requires additional reporting by the University of Hawaii on special and revolving funds that carry an unencumbered cash balance of $          or more or a cash deficit of $          or more, at the end of the previous fiscal year, where that balance or deficit is greater than             per cent of the previous fiscal year's expenditures.  Effective July 1, 2050.

Status

RELATING TO EDUCATION.

Creates task force to examine Higher Education Act of 1965, to ensure compliance regarding state authorization of institutions offering educational programs beyond secondary education; and make recommendations regarding consolidation within one state agency of licensing and authorization functions of all primary, secondary, and post-secondary educational institutions in the State.  Requires LRB to provide research and assist with drafting legislation.  Requires report to legislature.  Effective 7/1/2050.

Status

RELATING TO THE BOARD OF REGENTS OF THE UNIVERSITY OF HAWAII.

Allows for the election of up to two vice-chairpersons of the University of Hawaii board of regents and requires the board to elect any vice-chairperson and chairperson at a meeting held before July 1.  Clarifies the start dates of the terms of a board chairperson and vice-chairperson.  Makes housekeeping amendments to the Board of Regents and Regents Candidate Advisory Council selection statutes.

RELATING TO STUDENT LOAN FUNDS.

Repeals state authorization to allow a private not-for-profit corporation to acquire student loan notes.

Status

RELATING TO THE UNIVERSITY OF HAWAII.

Extends the exemption granted to the University of Hawaii (UH) from certain provisions of the Hawaii public procurement code to December 31, 2012.  Requires additional reporting requirements.  Permits review and investigation of complaints of UH procurement procedures by the Administrator of the Procurement Office.  Effective July 1, 2050.

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

WEB:      For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/emailtestimony.

 

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
