MAKING AN APPROPRIATION TO THE DEPARTMENT OF AGRICULTURE. Appropriates funds to acquire a slaughterhouse within the Campbell Industrial Park on the island of Oahu. Effective July 1, 2020.

RELATING TO AGRICULTURAL LOANS. Reduces the new farmer program loan interest rate; increases the loan limits; reduces the number of credit denials required to qualify for the program; appropriates funds. Effective July 1, 2030.

RELATING TO IRRIGATION. Authorizes the director of finance to issue general obligation bonds to finance capital improvements to various irrigation systems. Effective July 1, 2020.

RELATING TO HOMELESSNESS. Appropriates funds to designate surplus or available open or vacant space as a safe haven for persons who are homeless. Effective on July 1, 2011.

RELATING TO HOUSING. Creates the affordable rental housing development program; allows nonprofit organizations to acquire expiring United States Department of Housing and Urban Development or United States. Department of Agriculture housing contracts and ensures the projects remain affordable rental housing in perpetuity. Specifies that affordable units under the affordable rental housing development program shall be held to the same maintenance requirements as those of different target income groups or mixed use development, and shall not be subject to deferred maintenance. Effective July 1, 2050.

RELATING TO HOUSING. Appropriates funds for the housing placement program within the homeless programs office of the Department of Human Services (DHS). Makes appropriations to improve the existing public and affordable rental housing stock and increase public and affordable rental housing units in the State. Requires DHS to immediately implement the housing first program. Effective July 1, 2050.

· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
