RELATING TO PUBLIC SAFETY. Requires the Department of Public Safety to develop a plan to reopen the Kulani correctional facility, implement transfers, and house newly sentenced individuals by December 31, 2011. Report to 2012 legislature. Effective July 1, 2050.

RELATING TO CORRECTIONS. Specifies criteria that must be considered in deciding whether to transfer inmates between correctional facilities located in Hawaii and to transfer inmates from Hawaii to mainland facilities. Prohibits transfer of inmates to mainland with 12 months or less to serve before being eligible to be paroled. Also prohibits transfer of inmates within Hawaii and to the mainland who are diagnosed with serious medical or mental conditions. Effective July 1, 2011.

RELATING TO PUBLIC SAFETY. Requires the department of public safety to establish performance indicators for inmate reentry system. Requires reports, using key performance indicators, to be provided to the legislature. Creates the corrections and program report as a consolidated report of certain other annual reports. Effective 7/1/2050.

RELATING TO THE STATE FIRE COUNCIL. Allows the state fire council to hire a full-time administrator and administrative assistant. Effective 7/1/2050.

RELATING TO SPECIAL NUMBER PLATES. Designates a new special design Gold Star Family plate for children, parents, grandparents, spouses, and siblings of fallen soldiers, to be provided no later than October 1, 2011. Effective on approval.

RELATING TO COLLECTIVE BARGAINING. Creates bargaining unit 14 to represent state law enforcement officers. Clarifies that no election shall be directed by the Hawaii labor relations board in any newly created bargaining unit of employees who are currently covered by a valid collective bargaining agreement. Effective 07/01/2050.

RELATING TO PUBLIC SAFETY. Repeals the civil service exemptions for the first and second deputy sheriffs. Effective 01/01/2013.

RELATING TO THE DEPARTMENT OF THE SHERIFF. Creates a task force to determine whether a new Department of the Sheriff is needed, and if its establishment is feasible and needed, to begin the planning process. Report to the Legislature. Effective July 1, 2050.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

FAX: For comments less than 5 pages in length, transmit to 586-6001 (Oahu) or 1-800-535-3859 (for Neighbor Islanders without a computer to submit testimony through e-mail or the Web); or
WEB: For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/emailtestimony.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
