RELATING TO DISASTER PREPAREDNESS. Establishes the Office of Disaster Preparedness and a Disaster Preparedness Commission to develop a disaster preparedness plan. Appropriates funds. Effective July 1, 2020.

RELATING TO THE CONSERVATION AND RESOURCES ENFORCEMENT SPECIAL FUND. Establishes the Conservation and Resources Enforcement Special Fund in the Department of Land and Natural Resources for the purpose of setting aside moneys to be used toward the protection of the State's natural resources.

RELATING TO PUBLIC HOUSING. Requires visitors to public housing projects to receive a visitor's pass upon entrance. Establishes that remaining unlawfully upon the premises after reasonable warning constitutes trespass in the first degree. Establishes a pilot project for increased safety at Mayor Wright Homes. Appropriates funds. Effective January 7, 2059.

RELATING TO FOSTER YOUTH. Allows the Department of Human Services to develop and administer a program assisting former foster youth with housing options. Effective July 1, 2050.

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HUMAN SERVICES FOR HEALTH CARE PAYMENTS. Makes an emergency appropriation from the general revenues of the State of Hawaii for fiscal year 2010-2011 to address the budget shortfall in for the health care payments program (HMS 401) in the Department of Human Services. Effective upon approval.

MAKING EMERGENCY APPROPRIATIONS FOR THE DEPARTMENT OF HUMAN SERVICES. Makes emergency appropriations from the general revenues of the State of Hawaii for fiscal year 2010-2011 to address the budget shortfall in cash support (HMS 211) and work program services and maintenance of effort contracts (HMS 903) in the Department of Human Services. Effective upon approval.

RELATING TO WHISTLEBLOWERS' PROTECTION. Provides additional protection to public employees who report violations of the law or government contracts. Expands the department of labor and industrial relations' responsibilities regarding whistleblowers. Effective January 7, 2059.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
