RELATING TO STATE FACILITIES. Establishes the State Facility Renovation Partnership Program.

RELATING TO PLANNING. Requires the Office of Planning to establish a statewide system of greenways and trails.

RELATING TO STREAMLINING PERMIT, LICENSE, AND APPROVAL APPLICATION PROCESSING. Authorizes counties to contract with a third-party reviewer to streamline construction permit, license, and other application processing; provides that applications will be deemed approved if historic preservation division fails to review and comment within sixty days, and after thirty days if agencies fail to establish maximum time periods for permit and other application processing. Effective July 1, 3000.

RELATING TO FLOOD MITIGATION. Appropriates funds for flood mitigation on Farrington Highway between Maili and Nanakuli and in the area of Lualualei Valley.

RELATING TO LAKE WILSON. Establishes a pilot project within the department of land and natural resources to demonstrate the effectiveness of marine phytoremediation using plants that are native to Hawaii to remove pollutants and improve water clarity in Lake Wilson; appropriates funds for the project.

RELATING TO FEES FOR HABITAT CONSERVATION PLANS. Authorizes the Department of Land and Natural Resources to collect fees to cover the technical assistance program costs associated with Habitat Conservation Plans, and adopt rules for establishing such fees.

RELATING TO HISTORIC PRESERVATION. Establishes the South Kona Wilderness Area to be administered by the Department of Land and Natural Resources.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:

FAX: For comments less than 5 pages in length, transmit to 586-6001 (Oahu) or 1-800-535-3859 (for Neighbor Islanders without a computer to submit testimony through e-mail or the Web); or
WEB: For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/emailtestimony.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
