RELATING TO FISHING. Designates the Lana‘i community-based fishery resource management area. Establishes the Lana‘i community-based fishery resource management area advisory committee to develop a community-based fishery resource management area program to implement traditional fishery management practices on the island of Lana‘i.

RELATING TO AQUACULTURE. Increases aquaculture leases from 35 to 45 years and allows a maximum term of 65 years for ventures in good standing for 10 years or more. Allows lessees in good standing the right of first refusal. Allows for supportive aquaculture activities.

RELATING TO IMPOUNDED VESSELS. Clarifies that all costs and expenses associated with the disposal of an impounded unauthorized vessel by the Department of Land and Natural Resources shall be borne by the vessel owner.

RELATING TO SMALL BOAT HARBORS. Provides that state fast lands and submerged lands may be leased. Provides for the lease of fast lands and submerged lands of the Ala Wai boat harbor pursuant to requests for proposals.

Permits commercial permits in Ala Wai and Keehi small boat harbors; establishes that small boat harbor fees can be used only for the operating and maintenance of small boat the harbors; authorizes a process for a public-private partnership to develop a portion of Ala Wai small boat harbor; changes mooring fee rate process.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
