RELATING TO VOTING. Requires an application to register to vote in person or by mail-in to include a space to request a permanent absentee ballot. Removes time limit on requesting an absentee or permanent absentee ballot but not later than 4:30 p.m. on the seventh day prior to the election. Effective January 7, 2059.

RELATING TO ELECTIONS. Defines a party candidate and modifies the withdrawal process for a party candidate. Clarifies the filing process of nomination papers. Effective January 7, 2059.

RELATING TO VOTER REGISTRATION. Requires electronic voter registration on the website of the office of elections by January 1, 2014. Establishes requirements for online voter registration, including identification and affidavits. Effective January 7, 2050.

RELATING TO CAMPAIGN SPENDING. Provides regulation of automated phone calls, changes report filing deadlines, provides a cap of $ on the price of fundraiser tickets that may be purchased with campaign funds, and applies notice and disclaimer requirements to an advertisement that is not paid for by an independent party. Effective January 7, 2059.

RELATING TO EDUCATION. Repeal the administration of nationally normed reference test.

RELATING TO EDUCATION. Provides that the single school calendar for all public schools does not apply to schools designated by BOE in furtherance of a plan to improve educational outcome in students.

RELATING TO EDUCATION. Requires land and facilities under the jurisdiction of the DOE not being used to be transferred to the DLNR; provided that the land or facilities is first offered to, or used for charter schools, other educational purposes, or to an eligible county where the land or facility is situated.

RELATING TO EDUCATION. Requires multi track public schools to meet the greater of one hundred seventy-one days or ninety per cent of the minimum number of days required of other non-charter public schools for each respective school year. Requires the Department of Education to submit to the legislature a plan to implement a school year for multi-track schools beginning with the 2015-2016 school year of no less than ninety per cent of the minimum number of instructional days required of other public schools.

RELATING TO CHARTER SCHOOLS. Establishes a funding formula for charter school facilities.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

FAX: For comments less than 5 pages in length, transmit to 586-6001 (Oahu) or 1-800-535-3859 (for Neighbor Islanders without a computer to submit testimony through e-mail or the Web); or
WEB: For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/emailtestimony.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
