RELATING TO TELEVISION AND FILM PRODUCTION.

Requires DBEDT to establish a surcharge for each permit processed and issued by the department and deposits revenue collected into the Hawaii Television and Film Development Special Fund.  Includes additional revenue sources for the Hawaii Television and Film Development Special Fund.  Requires that revenues collected from the surcharge and other revenue sources contained in this measure be used to support DBEDT's Creative Industries Division.  Effective July 1, 2112.

Status

RELATING TO TAXATION.

Requires the Department of Taxation to establish a system to allow taxpayers to file all tax returns, applications, reports, and other documents electronically; provided that there is no additional cost to the taxpayer for the electronic filing. Reestablishes the end of the month as the deadline for filing and payment of various taxes.  Effective July 1, 2112.

RELATING TO THE HAWAII STRATEGIC DEVELOPMENT CORPORATION.

Issues tax credits to the Hawaii strategic development corporation.  Allows the corporation to transfer tax credits.  Effective July 1, 2112.

RELATING TO THE SMALL BUSINESS REGULATORY REVIEW BOARD.

Requires each state agency having rules that affect small business to report to the Small Business Regulatory Review Board on the impact of statutory changes on those rules.  Requires the Governor to direct each state agency to work with the Board to develop internal processes to expedite rulemaking actions for rules that affect small business and require amendment or adoption.  Effective July 1, 2112.

RELATING TO THE GENERAL EXCISE TAX.

Exempts from the GET the amounts received by a common paymaster to pay the remuneration for related persons to the common paymaster.  Effective 7/1/2112.

RELATING TO INFORMATION.

Requires any government agency responsible for a security breach to pay for the costs of providing each person whose personal information was disclosed with, at a minimum, a three-year subscription to a nationwide consumer reporting agency's services.

Status

RELATING TO FOOD SAFETY.

Requires the department of health, with the cooperation of the departments of agriculture and business, economic development, and tourism, to develop a detailed plan of action to simplify and consolidate permitting and licensing requirements for the production and processing of food by food production and processing facilities to comply with food safety requirements.

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

WEB:     For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/emailtestimony.

 

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
