RELATING TO THE WEED AND SEED STRATEGY. Establishes a Permanent Weed and Seed program within DLIR. Appropriates funds. Effective January 7, 2059.

RELATING TO FAMILY LEAVE. Amends the family leave requirement to permit an employee to use family leave time to care for a sibling. Adds definition of "sibling".

RELATING TO FAMILY LEAVE. Allows an employee with a family member in the U.S. armed forces who is on active duty or notified of a call to active duty, to use family leave for certain activities for which an employee may take military family leave under federal law.

RELATING TO WORKERS' COMPENSATION. Excludes services performed by an individual who is a member of a limited liability company or a partner of a limited liability partnership who has a distributional interest in the company or partnership of at least fifty per cent, a partner or a partnership, and a sole proprietor from the definition of "employment" under the workers' compensation law.

RELATING TO WORKERS' COMPENSATION. Disallows workers' compensation benefits for injury or illness resulting from voluntary social or recreational activities, whether the employer pays some or all of the cost of the activity.

RELATING TO WORKERS' COMPENSATION. Requires independent medical examinations and permanent impairment rating examinations for workers' compensation claims to be performed by physicians mutually agreed upon by employers and employees or appointed by the director of the Department of Labor and Industrial Relations. Effective January 1, 2050.

RELATING TO MORTGAGE FORECLOSURES. Implements recommendations of the mortgage foreclosure task force relating to service of notice, conversion from nonjudicial to judicial foreclosure, bar against deficiency judgments, notice of pendency of action, and extinguishment of a mortgagor's interest.

RELATING TO MORTGAGE FORECLOSURES. Repeals the old non-judicial foreclosure process. Clarifies the new non-judicial foreclosure process. Strengthens laws regarding mortgage servicers. Broadens the duties of the Center for Alternative Dispute Resolution. Effective July 1, 2050.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

WEB: For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/emailtestimony.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
