RELATING TO PASSENGER FACILITY CHARGES. Authorizes the Department of Transportation to collect increases in passenger facility charges without amending the administrative rule.

RELATING TO FUNDING FOR PARKING FOR DISABLED PERSONS. Creates an Accessible Parking Special Account within the Disability and Communication Access Board Special Fund. Increases the state vehicle registration fee by $1, to be deposited into the Accessible Parking Special Account. Requires all costs associated with the statewide Parking Program for Persons with Disabilities to be appropriated from the Accessible Parking Special Account beginning July 1, 2012.

RELATING TO TRAFFIC FINES AND FEES. Reallocates fees collected from certain administrative processing costs to the judiciary computer system special fund, and the general fund. Effective January 7, 2059.

RELATING TO MOTOR VEHICLE REGISTRATION. Allows for increase in the State motor vehicle registration fee and deposits the money into the State Highway Fund. Effective December 1, 2011.

RELATING TO MOTOR VEHICLE WEIGHT TAX. Allows for increase in the State motor vehicle weight tax and appropriated the money from the State Highway Fund. Effective December 1, 2011.

RELATING TO RENTAL MOTOR VEHICLE SURCHARGE TAX. Extends the $3 per day surcharge on rental motor vehicles beyond August 31, 2011, and deposits the money into the State Highway Fund.

RELATING TO HIGHWAYS. Increases the state liquid fuel tax in section 243-4(a), Hawaii Revised Statutes, for a period of six years.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:

FAX: For comments less than 5 pages in length, transmit to 586-6001 (Oahu) or 1-800-535-3859 (for Neighbor Islanders without a computer to submit testimony through e-mail or the Web); or
WEB: For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/emailtestimony.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
