RELATING TO THE LEGISLATIVE FEDERAL ECONOMIC STIMULUS PROGRAM OVERSIGHT COMMISSION.

Extends the date on which the legislative federal economic stimulus program oversight commission is terminated from 06/30/11 to 12/31/11.

RELATING TO LOW-INCOME HOUSING.

Establishes a program for granting low-income housing tax credit loans in lieu of low-income housing tax credits administered by the Hawaii housing finance and development corporation.  Authorizes issuance of general obligation bonds to fund the loans.

RELATING TO HOUSING.

Deletes language allowing county affordable housing projects to have the same general excise tax and receipt tax exemptions as the Hawaii Housing Finance and Development Corporation (HHFDC); requires all general excise tax exemption claims to be filed with HHFDC and reviewed by HHFDC and the Department of Taxation prior to certification; requires renewal certification every four years and an audit of each certification, and annual report to legislature.

RELATING TO PUBLIC HOUSING.

Authorizes the Hawaii public housing authority to assess a fee to all units for community facility maintenance.  Requires minimum rent schedule for housing projects and annual Consumer Price Index adjustments of minimum rent.

RELATING TO HOUSING POLICY.

Extends to December 31, 2012, the lapse date of funds appropriated from the emergency and budget reserve fund pursuant to Act 191, SLH 2010, for the housing first pilot program.

RELATING TO THE HOMELESS.

Establishes the Return-to-home Program to assist eligible homeless individuals to return to their home state if there is a support network available and the support network is able to receive them.  Effective July 1, 2011.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
