RELATING TO MILITARY AFFAIRS. Establishes the Military Affairs Liaison Trust Fund as a separate fund of a nonprofit corporation, to support the nonprofit corporation in its duties as the state liaison in matters relating to the military. Appropriates funds for the trust fund. Effective July 1, 2011.

RELATING TO THE UNIFORM MILITARY AND OVERSEAS VOTERS ACT. Enacts Uniform Military and Overseas Voters Act to ensure ability of members of the military and others eligible voters who are overseas to participate in all elections for federal, state, and local offices. Authorizes ballots and balloting materials to be transmitted by facsimile or electronic mail. Effective July 1, 2020.

RELATING TO ENHANCED 911 SERVICES. Establishes a single entity to administer enhanced 911 services for the State and expands the membership and responsibilities of the Wireless Enhanced 911 Board. Effective July 1, 2020.

RELATING TO CORRECTIONS. Adds a section to chapter 353, Hawaii Revised Statutes, relating to the mental health treatment of inmates and detainees in the custody of the Department of Public Safety.

RELATING TO PUBLIC SAFETY. Addresses the operational deficiencies of the sheriff division of the department of public safety that were highlighted in the auditor's audit of the division.

RELATING TO PUBLIC SAFETY. Requires and sets a deadline for the department of public safety to pursue and obtain accreditation for the sheriff division from the Commission on Accreditation for law Enforcement Agencies, Inc.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: 2 copies to Room 306 in the State Capitol;
FAX: For comments less than 5 pages in length, transmit to 586-6001 (Oahu) or 1-800-535-3859 (for Neighbor Islanders without a computer to submit testimony through e-mail or the Web); or
WEB: For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/emailtestimony.
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
