RELATING TO BUSINESS DEVELOPMENT IN HAWAII. Amends the motion picture, digital media, and film production tax credits to increase the tax credits to unspecified percentages and dollar amounts and to provide additional non-refundable tax credits for qualified media infrastructure projects in certain qualifying counties; provides an additional tax credit for qualified special or visual effects and animation production costs; raises the tax credit caps to unspecified amounts. Effective 07/01/2050. (SD2)

RELATING TO PAYMENT FOR GOODS AND SERVICES. Establishes a prompt payment task force attached to DAGS to examine and resolve issues relating to state agencies' payments for goods and services purchased through nonprofit organizations. (SD1)

RELATING TO PROCUREMENT. Establishes discretionary request for competitive sealed proposal procedures using the design-build process where not more than three offerors selected on their qualifications submit proposals. Defines design-build. Authorizes the procurement officer to pay a conceptual design fee to unsuccessful offerors. Clarifies process of short-listing of offerors for purposes of nonselection. RELATING TO THE GENERAL EXCISE TAX. Exempts from the GET the amounts received by a common paymaster to pay the remuneration for related persons to the common paymaster, and amounts received by a related or indirectly related management entity. Effective 7/1/2050. (SD1)

RELATING TO ENTERPRISE ZONES. Adds businesses engaged in the research or development of space exploration related activities to the definition of "eligible business activity" under the state enterprise zone law. Effective 07/01/2050. (SD1)

RELATING TO ECONOMIC DEVELOPMENT. Amends the uses of the Hawaii community-based economic development revolving fund to include operational and certain personnel funding for the community-based economic development program and its advisory council and the enterprise zone program. Appropriates funds. Clarifies that moneys in the hydrogen investment capital special fund are to be expended by the Hawaii strategic development corporation. Effective 7/1/2050. (SD2)

RELATING TO TAXATION. Adopts amendments to Hawaii tax laws to implement the streamlined sales and use tax agreement; with section 32, creating a committee to oversee the department of taxation's implementation and administration of, and compliance with the streamlined sales and use tax agreement, to take effect on approval. RELATING TO APPRAISALS. Requires a real estate appraiser to comply with the Uniform Standards of Professional Appraisal Practice when acting as an arbitrator in an arbitration proceeding to determine the fair market value, fair rental value, or fair and reasonable rent of real estate; clarifies that the Uniform Standards of Professional Appraisal Practice apply to appraisers providing appraisals in arbitration proceedings to determine the fair market value, fair rental value, or fair and reasonable rent of real estate. DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;

· The date and time of the hearing;

· The number of copies the Committee is requesting.
