RELATING TO CONSTRUCTION SITES. Reauthorizes the construction site inspection task force and narrows its focus to unlicensed contractor activity. Establishes a fee and surcharge to offset the costs of task force activities to be added to license application and renewal fees. Requires report. RELATING TO SCIENCE AND TECHNOLOGY. Establishes a task force to identify barriers that Hawaii businesses and university professors face in developing entrepreneurial business models in biotechnology, and to recommend specific actions to address these barriers; requires report to the 2012 legislature; appropriates funds. RELATING TO TELECOMMUNICATIONS. Exempts broadband infrastructure improvements from state or county permitting requirements for five years. RELATING TO THE SMALL BUSINESS REGULATORY REVIEW BOARD. Transfers the small business regulatory review board from the department of business, economic development, and tourism to the department of commerce and consumer affairs, and authorizes the expenses of the board to be funded from the compliance resolution fund; requires each agency to notify the board on an annual basis of any rules to be amended or repealed to reflect statutory amendment or repeal. Effective 7/1/2050. (SD2)

Reestablishes the Hawaii capital loan revolving fund; requires that principal and interest payments being made on outstanding loans be deposited into the fund; authorizes the department of business, economic development, and tourism to contract with financial institutions for servicing or administering loans; appropriates funds for the operations of the Hawaii capital loan program.
