RELATING TO THE GENERAL EXCISE TAX. Provides a grace period for general excise tax payments and broadens certain requirements for consolidated, year-end general excise tax payments.

RELATING TO DIGITAL MEDIA. Establishes digital media enterprise subzones as unspecified geographic areas surrounding University of Hawaii campuses that are also designated as enterprise zones. Establishes tax benefits for digital media infrastructure development and operation.

RELATING TO STARLIGHT RESERVE. Extends termination date of temporary advisory committee relating to the statewide starlight reserve strategy from 6/30/2011 to 6/30/2013.

RELATING TO GOVERNMENT RECORDS. Provides that government purchasing information required to be disclosed under the freedom of information law includes bid schedules, contract awards, and any addendums and amendments. Requires the information to be posted on the contracting agency's website within one business day of availability.

RELATING TO PLANNING. Establishes a task force to review and update the Hawaii state planning act and the planning, programming, and budgeting system. Requires annual reports to the legislature. Task force ceases to exist on 6/30/15.

RELATING TO PUBLIC BENEFIT CORPORATIONS. Establishes an organizational and regulatory framework for public benefit corporations.

RELATED TO THE ECONOMY. Appropriates funds for the: Hawaii excellence through science and technology academy pilot program; fostering inspiration and relevance through science and technology pre-academy program; robotics and problem-based, applied learning program; research experiences for teachers program; professional development program for public school science and mathematics teachers; business/education internship and mentorship program; incentives for people who hold degrees in science, technology, engineering, and mathematics subjects to obtain teaching certificates through the University of Hawaii's post baccalaureate certificate in secondary education program; project EAST continuation and expansion.

RELATING TO THE GENERAL EXCISE TAX. Creates a nexus standard for taxing out-of-state businesses on their business activities in Hawaii. Amends the definition of engaging in business to include local affiliate agreements. Allows out-of-state businesses to file information regarding sales to residents of the State instead of collecting GET.

RELATING TO FOOD SAFETY. Requires the department of business, economic development, and tourism, with the cooperation of the departments of agriculture and health, to develop a detailed plan of action to simplify and consolidate permitting and licensing requirements for the production and processing of food by food production and processing facilities to comply with food safety requirements.

RELATING TO HUMAN SERVICES. Authorizes the establishment of the Supporting Employment Empowerment Hawaii Work Program to transition public assistance recipients to the workforce. Effective July 1, 2050. (HB768 HD2)

RELATING TO THE LIQUOR TAX. Increases the liquor tax rates.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
