RELATING TO RESIDENTIAL ENERGY DEVICES.
Directs the public utilities commission to implement an on-bill financing program for residential electric utility consumers to finance purchases of energy efficient or renewable energy devices and systems through their regular electric utility bills.

RELATING TO THE PUBLIC UTILITIES COMMISSION.
Allows the public utilities commission (PUC) to consider the benefits of capital improvements for renewable energy and energy efficiency despite the short-term expense.  Requires the PUC to consider the need to reduce the State's reliance on fossil fuels.

Requires retailers of compact fluorescent light (CFL) bulbs to post signs with certain information by 1/1/2012.  Requires manufacturers of CFL bulbs to manage their CFL bulb waste by 1/1/2012 and submit a waste management plan by 1/1/2012.  Requires DOH to provide guidance for the plan.

RELATING TO SOLID WASTE MANAGEMENT.
Requires distributors of yellow pages phone books to register with the department of health; creates an opt-out registry for residents and businesses to elect to not receive delivery of yellow pages phone books; requires that all yellow pages phone books be recyclable; creates penalties for non-compliance.

RELATING TO THE DEPOSIT BEVERAGE CONTAINER PROGRAM.
Requires certain retail dealers with more than seventy-five thousand square feet of interior space to operate redemption centers within one year of a governor's publication of a notice declaring that the statewide redemption rate for the preceding eight quarters has fallen below 75%.  If the redemption rate falls below 75% in subsequent measurement periods, then larger retailers are required to resume operating redemption centers within six months of the governor's publication notice.

Authorizes the issuance of special purpose revenue bonds in an amount not exceeding $25,000,000 to assist Pacific Power and Water Company, Inc., with the planning, permitting, designing, construction, equipping, and operating of hydropower facilities throughout the State.
